INTRODUCTION

Meter panel upgrades typically cover changes from a 100 amp to a 200 amp panel. Meter panel replacement requires coordination with the utility company. Generally the utility will disconnect in the morning and re-connect the same afternoon provided the panel passes preliminary panel inspection. After inspection the city will release the meter to the utility company. You may call in an inspection request as soon as you have a scheduled date from the utility company.

MINIMUM REQUIREMENTS

1) Electrical permit required
2) Inspection card posted on site
3) Must be installed per the 1999 NEC
4) Electric meter panel secured to framing member
5) Dead man installed and secure
6) All circuits labeled on dead man cover
7) Proper phasing for 3 conductor Romex (red/black)
8) 240 v circuit breaker handles tied together
9) DW / GD circuit breaker handles tied together if on the same receptacle
10) Interior of panel complete
11) Proper wire size. See wire size schedule
12) Panel fill / do not overload
13) Single wire to each breaker (no double wires allowed)
14) Neutrals and grounds to be landed and a single lug per wire per panel listing
15) Minimize splices in panel box enclosures
16) Rust inhibitor on all aluminum conductors and proper splice nuts for al/cu connections (purple)
17) Spare or future circuits not landed to a circuit breaker shall be capped (wire nut) and space must be available on the bus bar for the future breaker/s
18) Ground bonds to include Water pipe & Gas pipe
19) Ufer ground or ground rod clamp secure and accessible
20) Ground wire exposed on the outside of the building to be shielded
21) Meter height 4’ 6” minimum - 6’ 3” maximum from fin grade
22) Clear working space of 30”
23) Romex to be clamped and/or stapled and proper guard strips (nail plates) as required
24) Provide opening through stucco/siding for future circuit
25) No open knockouts. Plug empty holes
26) J boxes and LB boxes to be secured and sealed
27) #4 grounding conductor wire required for 200 Amp panel
28) Stucco lath repair requires inspection for proper flashing and stucco wire
29) Minimum 6” vertical lap and 3” horizontal lap on stucco lath paper

This is a list of material for a normal overhead residential meter installation. It is not intended to be all inclusive but gives the more common requirements. All equipment shall comply with EUSERC requirements and all specifications found in the APS Electric Service Requirements Manual (ESRM).

1) Point-of-attachment to be insulated. (ESRM 400.1)
2) Rigid metal conduit is required if service is attached to the service drop clamp. If conduit is attached to building, Customer is to install a 1/2" bolt with a 2" backing washer.
3) Unbraced point-of-attachment maximum height above roof is 20" for 1-1/2" conduit and 30" for 2" and larger conduit.
4) Universal service drop brace. (See reverse side for examples.)
5) Approved hub, must be raintight.
6) Meter socket, breaker panel must be raintight equipment. Meter socket jaws or clips shall be free of foreign material (mud, paint, plaster, etc.). RINGLESS METER SOCKETS ARE NOT ACCEPTABLE.
7) Neutral to be a continuous, unbroken conductor from the weatherhead to the neutral landing block.
8) Neutral landing block.
9) Install a bonding jumper or screw if the neutral landing block is insulated from the enclosure.
10) Bonding of piping systems - all interior metal piping shall be bonded to the electric grounding system. Gas piping shall be bonded on the house side of the insulating coupling.
11) The ground wire (#4 bare solid copper) shall be continuous from the neutral landing block to an approved grounding electrode system in compliance with NEC Article 250. The ground wire must be properly supported and attached to the building at 24" intervals.
12) Approved grounding electrode system.
     a) 5/8" x 8' long ground rod and approved clamp. Entire length of rod to below grade.
     b) 20' of bare #4 copper wire installed in concrete footer (UFER).
Note: Enough wire to reach main disconnect enclosure must extend
outside concrete footer.

3. All materials or work furnished by the Customer shall be in
accordance with all applicable codes or standards.

2. If more than one meter to the premise - each meter shall be permanently identified, by the Customer, to properly identify that
portion of the premises being served. Metal stamping or metal tag is required. Painted identification is not acceptable.
3.All materials or work furnished by the Customer shall be in
accordance with all applicable codes or standards.

Steps for Panel or Service Change:
  • Customer telephones local utility company for residential or commercial to schedule a designer to come out to their home or business for specs.
  • Customer obtains a permit from the city. If the customer would like us to obtain it for them the fee is $100.00 plus the price of the permit.
  • We coordinate scheduling of work and electricity turn off and on.
